                “Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to have a revised workload norms for Sub-Division establishment considering present workload scenario and to consider  reorganization of Sub-Divisions”.

                It is therefore requested to kindly consider the resolution in the interest of service to enhance the productivity and efficiency in quality of service.

                The CWC meeting of ALL India Association of Inspectors and Assistant Superintendents Posts was held at Ranchi on 17th and 18th August 2018 and above subject was discussed in detail. After discussion, following  resolution was passed unanimously by the house in the said CWC meeting.

                “Remittance of Money through MO/eMO has now come down drastically as there are availability of various other modes of remitting money. Therefore, it is difficult to find out required number of paid MOs for verification of MO payments as prescribed. Therefore, Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to withdraw the provision of MO Payment verification.”

                “The work load on Sub Divisional Head has been tremendously increased with the introduction of new services and launch of new products/business and technology implementation at grass root level at Branch Post offices. There is requirement of a clerical assistance to Sub Divisional head to cope up with the ever increasing burden. Therefore, Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to consider provision of at least one post of Office Assistant in Sub-Divisional Offices to assist the Sub Divisional Head”.

                “Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to revisit the revised guidelines for allotment/re-allotment of Postal Service Group ‘B’ Officers from one Circle/Unit to other Circle/Unit issued vide Personnel Division Letter No.9-23/2014-SPG dated 18-05-2018 to relax the norm of three years for consideration of re-allotment and for special relaxation for those who shall be posted N-E Region. Further, the CWC unanimously resolved to request Secretary (P) to consider for allotment of Postal Service Group ‘B’ Officers in same Circle if the Posts in Home Circle are lying vacant and no other officer is there for repatriation.”

                The CWC meeting of ALL India Association of Inspectors and Assistant Superintendents Posts was held at Ranchi on 17th and 18th August 2018 and above subject was discussed in detail. After discussion, following  resolution was passed unanimously by the house in the said CWC meeting.

                “Online recruitment for GDS has not been completed in most of the Circles due to different issues. As a result a huge number of GDS Posts are lying vacant and the responsibility lies with Sub-Divisional Heads for managing the vacant Posts by combination of duties or allowing substitutes in deserving cases. A lot of difficulties are being experienced by the Sub-Divisional Heads apart from resentment among GDSs against combination of duties. Therefore, Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to consider for early initiation and completion GDS recruitment preferably in all Circles at a time so that the candidates will apply for their choice Circle only.”

Subject :   Regarding correction in Inspection Questionnaire of CBS SO.

Respected Sir,

                The CWC meeting of ALL India Association of Inspectors and Assistant Superintendents  Posts was held at Ranchi on 17th and 18th August 2018 and above subject was discussed in detail. After discussion, following  resolution was passed unanimously by the house in the said CWC meeting.

                As per para-12 of Inspection Questionnaire of CBS SO issued vide Department of Posts (Inspection Unit) No.16-1/2017-inspn dated 21-08-2017, SB-46 is to be issued for all TD Accounts in “C “class offices. The time allotted for inspection of “C” Class NDSO isone day and for “C” class DSO it is two days. It is time consuming to find out the Account No., balance, full address of the TD Account holders in Finacle and issuing of SB-46 thereafter. It is, therefore, practically not possible to complete the inspection in the allotted time for “C” class SOs. Central Working Committee at Ranchi unanimously resolved to request Secretary (P) to revisit the above Inspection Questionnaire and to limit the number of TD Accounts to be verified / SB-46 to be issued in ‘C’ Class offices”.

Supdt. of Posts on completion of 4 years of regular service in the cadre from the date of joining as Asst. Supdt. of Posts as in case of Accounts Cadre and as per judgments issued on subject by various Hon’ble Courts ”.
