Adoption of Self-Declaration and Self-Attestation in School in West Bengal.

ORDER
The adoption of “Self-attestation” in lieu of “Attestation by gazetted officers and others” and adoption of “Self-declaration” in lieu of “Affidavit” had been under consideration of the Government in School Education Department for some time past.
Now after careful consideration of the matter and in pursuance of the order of P&AR Department, Govt. of West Bengal, vide. No. 1275/PAR(AR)/O/3M-23/2014, dated 13.11.2014, the Governor is pleased to order adoption of “Self-attestation” and “Self-declaration” in different activities of this department as listed below with effect from 1st December, 2014 in the following manner:
A. Relating to replacement of Attestation by Gazetted officers and others:
List of activities for which Self-attestation is allowed dispensing with Attestation by gazetted officers and others
  1. Documents required for admission of students in Primary, Secondary and Higher Secondary level
  2. Documents required for Migration Certificate in Secondary and Higher Secondary level
  3. Documents required for correction of Certificate/Mark Sheet/Admit Card at Secondary and Higher Secondary level
  4. Documents required to be submitted with the application by candidates for competitive recruitment examinations of teaching and non teaching staff of Schools conducted by West Bengal School Service Commission/ West Bengal Board of Primary Education/District Primary School Council.
Candidates should put his/her full signature with date under the words “self-attested” on each of the pages of the documents submitted by them.
However authority concerned may call for original documents any time for verification.
B. List of activities for which Self-declaration is allowed dispensing with the requirement of Affidavit:
  1. Issue of duplicate Certificate/ Mark sheet/ Admit card at Secondary and Higher Secondary level
  2. Issue of duplicate Mark sheet/ Admit card at Secondary and Higher Secondary level
Format of Self-declaration is given in Annexure-I which will be duly filled in, signed and submitted by the candidates in lieu of Affidavit where required.

CAT case filed at Madras Bench i/c/w to grant GP of Rs.5400/- after completion of 4 years in GP of Rs. 4800/-.

All members are aware that Shri M. Mohanarangam, Ex-GS of All India Association of ASRM and IRM and now Superintendent, NSH, Varanashi has already filed OA in Hon’ble CAT Madras Bench in connection with to grant (MACP) financial up-gradation to applicant in the GP of Rs. 5400/- in PB-2 on non-functional basis, on completion of 4 years of regular service in the GP of Rs. 4800/- w.e.f. 1/9/2008, with all attendant benefits.

The applicant ( Shri M. Mohanarangam) in his OA No. 1273/2013 stated that 6CPC introduced Modified Assured Career Progression Schemes (MACPs) and the commission recommended that a Gr. B officer in PB-2 with GP of Rs. 4800/- will get the GP of Rs. 5400/- after completing 4 years of regular service on non-functional basis. The recommendations of the 6CPC was accepted by the Government vide GOI, Ministry of Finance’s Resolution dated 29/8/2008.

The applicant has further stated in his OA that when a Gr. B officer completes four years of regular service in the GP of Rs. 4800/- is eligible to get GP of Rs.5400/-. While so, the applicant is holding Gr. B gazette post (ASP cadre) and completed 4 years of regular service in the GP of Rs. 4800/- and he is now eligible for financial upgradation in the GP of Rs. 5400/- w.e.f.1/9/2012. The applicant while working as ASP (Gr. B) was granted financial upgradation in the GP of Rs. 4800/- in the pay band of Rs. 9300-34800 in PB-2 w.e.f. 1/9/2008.

1. Supplementary DPC for the promotion to the cadre of PS Gr. B for the year 2013-14.

- Information of 4 to 5 officers of UP Circle is awaited. There would be about 25 to 28 vacancies and result is awaited very soon.

2. DPC for promotion to the cadre of PS Gr. B for the vacancies of 2014-15.

- Information of 6 officers is still not received from Circles. DPC is likely to be held in this month only for about 150-160 vacancies and if JTS DPC is convened before DPC of PS Gr. B, then there is chance of another additional 25 to 30 vacancies.

3. DPC for promotion to the cadre of JTS Gr. A for the year 2013-14.

- Date of holding of DPC is awaited from UPSC. There would be about 37 to38 vacancies.

4. Request for grant of GP Rs. 5400/- to the ASPs after completion of 4 years of regular service in GP of Rs. 4800/- earned under MACP Scheme

- File is said to be sent to Nodal Ministry.

5. Issue of revised Recruitment Rules for the post of Assistant Manager in MMS.

- Issue is delayed due to non availability of feeder cadres RRs.

6. Non holding of PS Gr. B Examination for the year 2013 and 2014.

- There is no progress in the matter.
7. Vigilance enquiry in the death case of Ms Mohini Gupta Ex-ASP Ajmer(Rajasthan circle)

- Report from Rajasthan Circle is awaited.

8. Issue of seniority list of Inspector Posts cadre since 2000 onwards

- It is delayed due to some technical problems and likely to be released soon.


9. Issue of revised Recruitment Rules for the post of Dy. Manager in MMS.
- It is under process.

Central govt employees to file assets details by December 31: Govt

 

New Delhi: All central government employees have to file the details of their assets and liabilities along with that of their spouses and dependent children as mandated under the Lokpal Act by December 31, the Lok Sabha was informed on Wednesday (26/11/2014).

As per the rules notified under the Lokpal and Lokayuktas Act in July this year, every public servant who has filed declarations, information and annual returns of property under the provisions of the rules applicable to such public servants shall file the revised declarations as on August 1 to the competent authority on or before September 15.

The provision of the said rules has subsequently been amended by which the time limit for furnishing of such information or return by public servants has been extended till December 31, Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh said in a written reply.

The declarations under the Lokpal Act are in addition to similar ones filed by the employees under various services rules.

All Group A, B and C employees are supposed to file a declaration under the new rules. There are about 26 lakh employees in these three categories, as per latest government data.

The Personnel Ministry has also issued new forms for filing these returns which have fields for mentioning details of cash in hand, bank deposits, investment in bonds, debentures, shares and units in companies or mutual funds, insurance policies, provident fund, personal loans and advance given to any person or entity, among others.

The employees need to declare motor vehicles, aircraft, yachts or ships, gold and silver jewellery and bullion possessed by them, their spouses and dependent children.
