CHQ News :Filling of contempt in Hon'ble CAT Ernakulam Bench in OA 289/2013
As all members knows that Hon’ble CAT Ernakulam Bench had delivered judgement in OA No. 289/2013 on 16/10/2016 for upgradation of GP of Inspector Posts from Rs. 4200/- to Rs. 4600/-, but Ministry of Finance (i.e. respondent) has not taken any action/decision so far for upgradation of Grade Pay of Inspector Posts w.e.f 01.01.2006.
CHQ has already decided and informed to all members and delegates during 39th All India Biennial Conference held at Jaipur on 13th and 14th February 2016 and also time to time through blog and messages that, after receipt of first pay of 7CPC, CHQ will definitely file contempt in OA No. 289/2013 if the GP is not enhanced w.ef.1/1/2006. All the required documentations and procedures are the final stage of completion. Money is also transferred to Kerala Circle by CHQ and our Kerala Circle Branch is in touch with the counsel. Contempt is likely to be filed soon.

CHQ News : Non drawal of GP Rs. 5400/- to Sr. PM

Sub: Non drawal of Grade Pay of Rs.5400/- in pre-revised pay scale of Rs.9300-34800 as per the admissible pay band fixture to PS Group B officers working on the post of Sr. Postmaster.
Respected Sir,
In accordance with the recommendation of 7th Pay Commission and as accepted by the Govt. of India the pre-revised of Grade Pay of PS Group 'B' Officers has been revised from Rs. 4800/ to Rs. 5400/- in the pay scale of Rs. 9300--34800 in PB-2 w.e.f. 01-01-2016.
It is pertinent to mention here that none of the officers presently working as Sr. Postmasters were promoted in Sr. Postmaster Cadre. Rather they were promoted in PS Group Cadre. As such all the Group B officers presently working on the post of Sr. Postmasters are entitled to Grade pay benefit of Rs. 5400/- in pre-revised scale w.e.f. 01.01.2016 and accordingly their pay fixture would be fixed in the revised matrix.
It is bring to your kind notice that most of the Director of Accounts (Postal) has not drawn GP of Rs. 5400/- to the incumbents working on Sr. Postmaster post w. e. f. 1/1/2016. There may be interpretation in understanding the meaning of the enhancement of GP of PS Gr. B from Rs. 4800/- to 5400/-. Sr. Postmaster cadre is also a PS Gr. B cadre like ADPS working in RO/CO and Dy. Directors working under Director GPOs.
The pre-revised grade pay of Rs. 5400/- in PB-2 entitles all the PS Group officers (including Sr. PM) to allowances corresponding to Grade pay Rs. 5400/- but most of the DAP/GM Finance offices of various circles didn’t allowed drawal of GP of Rs. 5400/- to Sr. Postmasters and corresponding allowances as admissible w.e.f. 01-01-2016 for no rhyme or reason, for such Group- B officers.
Needless to mention that Para 4 of letter No.1-5/2016-AC dated 29-07-2016 of Implementation Cell 7th CPC, Department of Expenditure, Ministry of Finance, prescribes that until a decision is taken with regard to revision of all the allowances, these allowances shall continue to be drawn and paid as per the pre-revised pay structure which in the case of PS Group-B officers (including Sr. Postmasters presently promoted as PS Group B officers) is Rs.9300-34800+GP 5400/- in PB-2 w.e.f. 01-01-2016 and thus there is absolutely no ambiguity with regard to payment of allowances corresponding to Grade pay of Rs. 5400/-, which has already been implemented in the case of PS Group-B officers cadre w.e.f.01-01-2016.
In order to remove this deliberately created faux pass and clear any doubt, if any, you are requested kindly to direct all the DAPs/GM Finances in the Department to allow to draw GP of Rs. 5400/- to Sr. Postmasters and allowances as appropriate to the grade pay from 01-01-2016.
An early action is solicited please.
