Subject :   Prescribing specific role and re-organise the division and  Sub Divisions. 

Respected Sir,

The Central Working Committee meeting of All India Association of Inspectors and Assistant Superintendents, Posts was held at Shimla on 7th and 8th September 2017 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by CWC.

 “Central Working Committee Shimla unanimously resolved to urge to Secretary (Posts) that in view of migration to CBS offices, there is dire need to re-organise Divisions and Sub Divisions as per the present work load and to specify role and duties of Inspecting Officers at par with the role and duties approved to SBCO staff under SB order No. 14/2015 circulated under Directorate memo No. 116-15/2013-SB (Pt-SBCO) dated 19-10-2015”.

It is therefore requested to kindly consider the resolution in the interest of service to enhance productivity and efficiency in quality of service.

This Association hopes that an early action will be taken by the Department.

Subject :     Holding of LDCE timely.   

Respected Sir,

The Central Working Committee meeting of All India Association of Inspectors and Assistant Superintendents, Posts was held at Shimla on 7th and 8th September 2017 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by CWC.

 “Central Working Committee Shimla unanimously resolved to urge to Secretary (Posts) to conduct the LDCE to the posts of Inspector Posts, PS Gr. B and Sr. Postmaster every year and issue notifications of the examinations for the year 2017-18 before 15/10/2017. Non-conduct of LDCE timely will be adversely affecting the administration”.

It is therefore requested to kindly consider the resolution in the interest of service to enhance productivity and efficiency in quality of service.

This Association hopes that an early action will be taken by the Department.

Subject :     Holding of DPC for the promotion into PS Gr. B and JTS Gr.A cadre.   
Respected Sir,

The Central Working Committee meeting of All India Association of Inspectors and Assistant Superintendents, Posts was held at Shimla on 7th and 8th September 2017 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by CWC.

 “Central Working Committee resolve to urge the Department to conduct DPC for promotion into PS Gr. B cadre before 30/11/2017 and release the memo of promotion of JTS Gr. A immediately so as to ensure promotion of Inspector Posts to PS Gr. B and PS Gr. B to JTS Gr. A cadre timely. The instructions issued by DoPT to prepare an extended panel may also be adhered to which will take care of vacancies arised by unforeseen circumstances including cases of non-willingness etc. This will reduce the increasing number of adhoc promotions ordered by Circes in PS Gr. B and JTS Gr. A cadre”.

It is therefore requested to kindly take appropriate action in respect of above resolution at the earliest, as every year DPCs are delayed for one or other reasons.

We hope that above resolution will be implemented in the interest of service.

CHQ News : Resolution passed in CWC : Issue of combined seniority list of Inspector Posts cadre from 2001 onwards.

Subject :  Issue of combined seniority list of Inspector Posts cadre from 2001  onwards.   

Respected Sir,

The Central Working Committee meeting of All India Association of Inspectors and Assistant Superintendents, Posts was held at Shimla on 7th and 8th September 2017 and above subject was discussed in detail. After discussion, following resolution was passed unanimously by CWC.

 “Central Working Committee Shimla unanimously resolved to urge Secretary (Posts) to take necessary action to issue the combined All India Seniority lists of Inspector Posts cadre from 2001 onwards year wise in phase manner at the earliest”.

It is therefore requested to kindly take necessary steps in respect of above resolution and issue necessary instructions to SPN Division of Directorate to release the seniority list of Inspector Posts from 2001 to 2016 without loss of time and also made available on website of India Post.

We hope that an early action will be taken by the Department.

Grant of Dearness Allowance to Central Government Employees – Finance Ministry issued orders

OFFICE MEMORANDUM

Subject: Grant of Dearness Allowance to Central Government employees – Revised Rates effective from 01.07.2017.

The undersigned is directed to refer to this Ministrys Office Memorandum No. 1/3/2017-E.II(B) dated 30th March, 2017 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance to Central Government employees shall be enhanced from the existing rate of 4% to 5% of the basic pay per month, with effect from 1st, July, 2017.

2. The term ‘basic pay in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.

3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).

4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant Head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

6. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.
